Both of my 2 other tank toons had 9 quest token at the start of the day. And it took me runs through every single one of the available LFR bosses (20) to get the remaining 3 token. I had to run through the Thunder King on a separate occasion on both toons to get the next layer of quest token in order for me to go to the iLevel 600 cloak. Next stop is to find group to do the 4 Celestial World Bosses. I can sort of wait for that, as I have toons currently at zero Titan Runestone.
